Vilsack and the IBA are hostile towards the bread checkoff.
According to Nicholas A. Pyle, president of the Independent Bakers Association, a loud number of bakers remains adamantly opposed to a programme, even as the Grain Foods Foundation is rallying support for a new version of the breadbasket checkoff programme.
The IBA stated that it “requests that the Biden administration discontinue any further efforts to proceed with the breadbasket checkoff programme” in a recent letter to Secretary of Agriculture Tom Vilsack.
In the letter, Mr. Pyle stated that a survey of over 70 US baking companies, the vast majority of which stated they oppose a checkoff programme, bolstered IBA’s support for ending efforts to establish a checkoff.
According to him, the 70 businesses were chosen using membership lists from the American Bakers Association, the IBA, and the Sosland Publishing Co. Redbook.
According to Mr. Pyle, the majority of the studied enterprises would not be subject to assessments under a checkoff programme, but all or nearly all would have to file an annual exemption request with the US Department of Agriculture based on their volume or product mix.

The Grain Foods Foundation’s executive director, Christine Cochran, stated that bakers requesting an exemption will have little documentation to complete.
Mr. Pyle expressed uncertainty when asked if the majority of baking enterprises that would be affected by the checkoff evaluation as it is currently proposed would be against the programme.
He remarked, “We’re not sure who is specifically covered.” “We’re not sure how retail and foodservice are mixed together at baking companies.”
